During his 15 year (1985 – 2000) tenure as District Manager/Engineer of the Stege Sanitary District in El Cerrito, CA, Lawrence Rugaard P.E., DEE. developed a ground-breaking methodology for proactively managing a sanitary sewer collection system. These methods brought together all types of information about the collection system enabling the analysis and identification of potential problems leading to the cause of system overflows and the tools necessary to plan the corrective measures required to fix them.

Stege’s implementation and ongoing use of preventive and productive maintenance modes has resulted in it operating as one of the most cost-effective collection systems in the San Francisco Bay Area while achieving the elimination of capacity related overflows and an over 80 percent reduction in maintenance related (stoppages and blockages) overflows. These efficiencies were achieved without the need for additional staff.

To enhance investigative techniques, Rugaard and his engineering and maintenance team developed and introduced the Video Inspection Enhancement and Predictive Failure Model that provided an immediate digital display of system damage events to users. In 1999, Stege SD was awarded the prestigious California Association of Sanitation Agencies Innovation Award for this work. 

The industry eagerly adopted the technology that allowed immediate multi user access to damage evaluation of gravity flow systems. In October 1999, the EPA set forth the draft SSO regulations documenting the elements of an effective CMOM program, that is now making official many of the procedures that are currently in place and part of the routine operations at the Stege Sanitary District.

ICOMMM was formed in 2002 to take the proven practices and procedures developed by Mr. Rugaard and turn them into a commercial set of software tools. ICOMMM's current products, ICOM3-DSS and PicAx represent the culmination of this effort.
